NEW: Senior Category Lead, Legal Services - Crown Commercial Services

Crown Commercial Service (CCS) is one of the largest procurement organisations in Europe, employing around 700 people. We focus on driving commercial benefits, saving money for the taxpayer and harnessing government’s spend to create efficiencies for the UK economy. 

CCS manages the procurement of common goods and services on behalf of its customers and develops and implements commercial policy. CCS also provides commercial advice to departments through a strategic commercial function that reports directly into the Cabinet Office. CCS deliver savings for government, the wider public sector and ultimately taxpayers, by buying or providing access to goods and services at lower cost than customers could otherwise achieve. 

This vacancy is in the People Pillar, and specifically within the Professional Services category which comprises the sub categories of Management Consultancy and Legal Services. 

The Legal Services category operates as the centre for market expertise and development of future strategies to enable customers to deliver services and savings. The commercial vehicles provided address spend of up to £170m per annum and are to support both the wider public sector and central government.

Job description

  • Develop and maintain an in depth knowledge of the categories acting as a source of expert insight and advice. Deliver added value by having a deep understanding of the legal markets. Provide analysis of Government Procurement and Public Sector spend? 
  • Working with Government Legal Department and and other buying organisations to develop partner agreements or memorandums of understanding between two parties and to scope out a clear Strategic Relationship program that enables clarity between the parties on roles and responsibilities? 
  • Lead creation and execution of designated category/sub-category strategies. Be involved in the development of market knowledge and apply this to create a deep understanding of customer requirements in area of responsibility? 
  • Meet or exceed target of centrally managed spend through leveraged agreements? 
  • Identify and implement savings (commercial benefits), optimisation and demand management opportunities (change benefits). Assist in the mitigation of price increases impact. Identify and implement aggregation and other cost improvement initiatives. Develop and agree Benefits Methodologies for all cost improvement projects. Deliver, report and evidence all category savings. Work with suppliers, customers and colleagues to find innovative ways to deliver savings.? 
  • Make a significant contribution to the continuous improvement of the category team’s performance to customers (service, savings and spend)? 
  • Lead development and delivery of sourcing strategy in key areas, including creation of future commercial solution structure and scope, specification/statement of requirements, key performance indicators and pricing models? 
  • Build relationships of influence with senior customers. Leverage relationships to build support for and drive compliance to category strategy and Supplier Relationship Management (SRM)? 
  • Develop relationships with Senior Government Policy owners to ensure CCS strategies are aligned to government policy ? 
  • Liaise with CCS Account Team leads, and other relevant CCS personnel to ensure “one CCS voice” and create sourcing strategies to deliver ‘fit for purpose’ products and solutions into the marketplace. Set targets for contract management in conjunction with Procurement Operations 
  • Lead market engagement activities to ensure supplier input into category strategy and sourcing strategy and own and drive SRM within specific category area? 
  • Manage and coordinate initiatives to develop the category at a sub-category level, coaching and guiding more junior team members? 
  • Develop a deep understanding of how technology can be used in the legal services category and influence stakeholders accordingly; developing strategies for demand management and new products? 
  • Act as a source of expert market knowledge, insight and advice to customers (internal and external)? 
  • Contribute to the development of category-specific best practice.

Responsibilities

  • Ideally MCIPS qualified and educated to degree level, with expertise in the field of legal services category management and procurement, ideally within a complex organization. 
  • Evidence of developing category/sub-category strategies, including sourcing strategies and delivering measurable and significant commercial results including savings and other indirect benefits. 
  • Evidence of developing and managing effective relationships with stakeholders at all levels in a complex and strategic commercial environment, through effective communication, gravitas and personal impact. 
  • Experience of using and analyzing data, developing, building and managing complex pricing and evaluation models and being innovative and solution oriented in finding new ways of overcoming problems to deliver positive outcomes and solutions

In This Role, We Will Expect You To

  • Build and execute Claims Legal Services Strategies and Plans, using resources from our global network of sourcing professionals as required. understand supply markets and business demand, create a strategic vendor base to deliver services, supply market intelligence and demand
  • Actively collate and interpret data from multiple sources to provide valuable insights and advice to your partners
  • Be responsible for the bottom-up aggregation of all Claims Legal Services data across divisions and countries to inform the top-down goal setting process, reconciling the "gaps" between bottom-up and top-down goals and identifying initiatives required to close any such disparities
  • Be accountable for the delivery of annual claims legal financial savings goals
  • Project lead or support Sourcing Programs as required

About You

  • You have a bachelor’s degree in law, business administration, finance or a scientific or technical field. We have a strong preference for CIPS or similar professional qualification
  • You have excellent command over English language, other language is desirable
  • Ideally, you have ten (10) years of relevant experience in claims or legal operations/sourcing with preference for insurance, re-insurance or financial services industry. Claims and TPA experience is a strong plus working across multiple jurisdictions on high value contracts.
  • You are a credible expert, highly experienced in category, demand and vendor management.
  • You possess well-developed communication skills (written and verbal) with an ability to quickly establish trusted partner status.
  • You possess very strong data analysis skills (collation, interpretation and insightful use of data)
  • You have highly experienced and refined skills in defining and executing Category Strategies and associated Plans

Position Summary

Responsible for driving outside counsel utilization strategy by providing oversight, negotiation, and analysis related to hiring third party legal services providers. Ensure company pays competitive rates and right sizes legal services obtained through third party providers. Responsible for implementing best practices around retaining outside counsel, experts, and any other vendor providing services to the Legal department. Negotiates rates and arrangements, enforces requirements, and conducts requests for proposals (RFPs). Leads team responsible for related billing.

Essential Responsibilities
  • Participates in decision making process to obtain third party vendors for legal services. This includes front end negotiations, ensuring proper use of third party resources, invoice review and Outside Counsel Requirement enforcement. Works with internal and external partners to resolve billing disputes and issues.
  • Supervise and direct Legal Billing Coordinators, ensuring effective workload balancing, formulating and documenting processes and procedures that promote efficient and quality billing support within Legal.
  • Prepare RFPs and negotiate contracts with all legal service providers. Develop comparison of costs and performance. Negotiate caps and volume discounts. Ensure that projects undertaken by all vendors are properly organized to be appropriate and cost-effective, ongoing monitoring of projects. Maintain project status reports.
  • Utilize department technology to inform staffing decision for matter based on matter risk and complexity level. Use reporting to show department is optimizing use of external legal service providers commensurate to risk and complexity profiles of our matters.
  • Support General Counsel's efforts of continuous improvement through leading special projects, identifying process improvements that realize cost or time savings, and simplifying existing processes.

Minimum Requirements
  • Bachelor's degree in related discipline.
  • Law degree preferred.
  • Minimum five years related experience.
  • Experience evaluating and negotiating outsourced legal services.
  • Proven ability to influence without direct authority and build positive relationships with key external and internal stakeholders.
  • Excellent communication, interpersonal, and conflict resolution skills.
  • Experience creating documented standards, processes and workflows.

Responsible for the execution of global category “Sourcing to Contract” specifically:

Principal Accountabilities

  • Responsible for execution of sourcing strategies
